André has extensive experience in representing clients before administrative and control bodies, with special emphasis on the Courts of Auditors. He also acts in judicial litigation and administrative proceedings on issues related to administrative sanctions law, compliance and anti-corruption legislation, as well as administrative contracts, especially those related to public works. He has strong experience in consensual solutions.
As well as being a partner at Bocater Advogados, he has been a State Attorney in Rio de Janeiro for 20 years. His previous experience also includes serving as a federal prosecutor and as chief legal advisor to the Rio de Janeiro State Works Department. André is also a guest lecturer at PGE’s School of Public Advocacy (ESAP), where he teaches compliance and anti-corruption topics in the postgraduate program.
He participates in initiatives related to his field in Brazil and abroad, such as a course on European Union Directives at the Catholic University of Porto in Portugal. He is the author of the book “O Limite de Valor da Alteração Qualitativa do Contrato de Obra Pública: Regulação e instrumentalização às exigências da economia” (The Value Limit of the Qualitative Change of the Public Works Contract: Regulation and instrumentalization to the demands of the economy), published by Editora Lumen Juris in 2016.
