Working in private practice since 2000, Costa e Silva’s practice is focused on corporate, mergers and acquisitions (M&A) and capital markets. His activities involve advising Brazilian and foreign clients of the most varied sizes and sectors on complex national and transnational M&A operations, on issues involving corporate conflicts, projects aimed at developing corporate governance standards for publicly and privately held companies and support for strategic business decisions.
Throughout his more than 40 years of professional experience, Costa e Silva has held various leadership positions in important public institutions and private companies.
In the BNDES System, he was a lawyer and legal superintendent of BNDESPAR and director of the financial, chemical/petrochemical and pulp and paper and planning areas. At the Bank itself, he was superintendent of the financial and international, capital markets and administrative areas, and director of the infrastructure and social areas. He was also a member of the board of directors of the BNDES System’s pension foundation (Fapes).
At the Brazilian Securities and Exchange Commission (CVM), he held the positions of director and president and was a member of the Currency and Credit Commission (COMOC), an advisory body to the National Monetary Council, and the Complementary Pension Fund Management Council.
During his time at CVM, he chaired the Council of Securities Regulators of the Americas (Cosra) and was a member of the executive committee of the International Organization of Securities Commissions (Iosco), organizations that bring together securities commissions from around the world at the regional and international levels, respectively.
During his career, he has sat on the boards of several companies, including: Banco do Brasil S.A., Vale S.A., Usiminas S.A. and Cielo S.A. He is also a member of the IBGC and a certified board member.
In addition to private practice, Costa e Silva is currently a member of the Advisory Board of Coppead at the Federal University of Rio de Janeiro (UFRJ). He is also a member of the body of arbitrators of the Market Arbitration Chamber (CAM) and the Brazilian Center for Mediation and Arbitration (CBMA).
In the academic field, he was a professor of Commercial Law at the Law School of the State University of Rio de Janeiro (UERJ), the Cândido Mendes Law School (UCAM) and the Institute of Public Law and Political Science of the Getulio Vargas Foundation (FGV), as well as acting as a lecturer and speaker at various organizations.
